• Provide strategic leadership to the ICT Department and implement strategies to safeguard Institute interests.

• Forecast and plan future programme requirements including modernisation and/or upgrade of existing facilities.
• Develop, deploy and maintain performance monitoring and reporting systems that provide management and technical reports for decision making and operational support;
• Coordinate, schedule and manage information systems to meet user requirements;
• Facilitate automation of all offices including inter-office communication;
• Establish a strong working relationship with external suppliers in order to enhance productivity and manage costs.

• Timely and accurate entry of programmatic data from the field on a monthly basis.

• Liaise with the HIS Officer in analysis and generation of HIV monthly reports
• Safe and confidential record keeping and filing of program documents
• Liaise with HIS Officer and Supervisor to ensure availability of reporting tools at field level

• Maintain a proper filing system for storage of Monitoring, Reporting & Evaluation materials.

• Manage all staff employed in the Supply Chain Warehouse and Assets Department supporting operations for Kakuma Program by assigning of duties through Delegation, monitoring the performance and regularly evaluating staff directly supervised by him /her.
• Responsible, in conjunction with the Supply Chain managerfor planning, organizing and developing the long term strategy and approach of IRC Supply Chain Functions
• Ensure there is an adequate and neatly organized filling system for waybills, inventory records, assets data base, properties and other relevant supply chain records.

• To ensure that the necessary Warehouse and Assets activities are effected for all projects.
• Where necessary, to manage, or support, the development and proper functioning of any project office deemed necessary to support the program
• To familiarize yourself with the IRC Global Supply Chain Manual for warehouse and Assets and comply with the policies outlined in the Manual in terms of the documentation, policies and procedures.
• To complete required reports and submit weekly and monthly logistic reports in good time to the Supply Chain Manager.

WAREHOUSING

1. Ensure that all the ware houses are well maintained.
2. Ensure that updating stock records is done on a daily basis both on the prologs, bin cards and stock cards
3. Ensure that cool boxes, mail bags, asset for repairs and wrongly delivered items from Nairobi are shipped back to Nairobi and close follow up is done.
4. Make sure that you generate delivery report form for all the items that are locally delivered.
5. Proper management of stock by applying the FEFO and FIFO rule.
6. Proper management of the cold chain
7. Ensure that all stores procedures are followed by all staff.
8. Ensure that there is Controlled access to all IRC stores and ensure that the stores premises are safe and secure
9. Ensure that the filing system for stores is well maintained.
10. Ensure that an efficient storage and inventory system is maintained.
11. Review monthly stock reports.
12. Ensure that an update office, residence, and stores inventory is done on a monthly basis.
13. Ensure that all Logistics Policies and Procedures are followed and adhered to in all transactions.
14. Carry out periodic trainings reviews with all logistics staff
    ASSETS AND EQUIPMENT MANAGEMENT
15. Ensure that an update to date asset register and properties is maintained on a monthly basis.
16. Ensure that an updated assets inventory sheets and Prologs are well maintained
17. Ensure that all IRC assets and equipment are well maintained
18. Ensure that all assets that allocated to individuals are signed off equipment issue form
19. Ensure that all IRC premises are well maintained
20. Ensure that the movement of IRC assets is tracked and the necessary documentation is done when an asset changes its status.
21. Ensure that an up to date filing system for all assets maintained.
22. Review all monthly asset reports.
23. Recommend assets for disposal and ensure that the necessary paper work is prepared.
    Miscellaneous:

• To attend meetings when requested by the Supply Chain manager.
• To Act on the procurement, Transport and Admin when necessary as requested by your supervisor.

• Implement data architecture design, perform any restructuring required, and review dataset implementations performed by other data engineers.
• Design, create, interpret and manage large datasets to achieve business goals as well ad Process and update third party data sources.
• Design, build, and maintain various parts of the data warehousing and reporting infrastructure, including requirements gathering, ETL development, data modeling, metric establishment, reporting production, and data visualization.
• Gather and process raw, unstructured data at scale (including writing scripts, web scraping, calling APIs, writing SQL queries, etc). Into a form suitable for analysis then consolidate into the data warehouse in order to perform Business Intelligence and advanced analysis.
• Conduct performance tuning to be able to optimize the application of data across all layers.
• Evaluate datasets for accuracy and quality using statistical data quality procedures, software, or test-driven approaches that ensure quality assurance and solve any issues which may arise.
• Perform data updates, indexing, and maintenance in application database; as well as maintain data files in both hard copy and electronic versions.
• Improve data foundational procedures, guidelines and standards and develop best practices for data management, maintenance, reporting and security.
• Work with Business Customers to understand business requirements and implement solutions and with business owners to develop key business questions and to build datasets that answer those questions.
• Help implement data management projects and support business decisions with ad hoc analysis when needed.
• Provide self-serve analytical solutions to users to analyze medium to large datasets and run mathematical models without need of IT resources.

• Propose an enterprise aligned vision and roadmap for Advanced Analytics initiatives.
• Build and Provide overall leadership to the advanced analytics teams.
• Create and execute a business scale out plan for Advanced Analytics practice.
• Support and partner with key internal teams e.g., product teams to understand needs and develop customer analysis with data and insights to make informed business decisions.
• Oversee delivery of Advanced Analytics solutions to enterprise, ensuring overall business needs are addressed by discussing Advanced Analytics opportunities, resourcing, and capabilities with business units/function leaders.
• Ensure enterprise-wide understanding and knowledge of enterprise tools and insights derived through focused workshops and working sessions.
• Provide statistical analysis on custom research projects and consult on other statistical and custom analysis as needed.
• Identify cross –Business Unit impact Advanced Analytics and suggest opportunities for cross- Business Unit collaboration.
• Manage Advanced Analytics data science and model development functions as well as identify opportunities to develop new and innovative tools or approaches to generate greater insights.
• Utilize external insights (third party data) from the market (either micro or macro-economic) to inform enterprise decisions and strategy going forward.
• Leverage web analytics and internal database to address ad hoc questions, introduce web, marketing and social analytics and use insights to support the evolving data strategy while performing advanced analytics to derive greater value for business and partners.
• Provide support in building data capabilities which feed into reporting/modelling and analysis of consumer behaviors across platforms and over their lifetime e.g partnering with engineering team to help define data strategy and tool set required to augment and improve data collected about our audience and generate greater insights; develop customer segmentation models.
